Counties are a unit of regional government smaller than the state but larger than towns, cities, and villages. (Towns in New York state refer to townships, not to municipalities.)In New York, outside New York City, counties typically have their own government and offer some services to smaller municipalities. Many service and civic organizations are also organized at the county level. A few state and national organizations organize their information on a county-by-county basis.
